Excerpt from Three Speeches of Adolphe Thiers (With Introduction) This little volume was planned as a companion to a selection of Bismarck's speeches. It was felt by the Council for the Study of International Relations that it would be a help to the understanding of the present relations of European States if it were possible to read in some easily accessible form the most notable of Bismarck's utterances on foreign politics. But it was felt also that it would be only fair to let some great Frenchman's voice be heard along with the great German's; and thus arose the idea of a selection from the speeches of Thiers. Few would question that he was the most distinguished among French statesmen in the third quarter of the nineteenth century. He does not dominate French as Bismarck dominates German history. He did not play so long a part in the political drama of France as Gladstone did in that of England. But the ideals and characteristics of France, Germany and England between 1850 and 1875 can better be studied in the careers of Thiers, Bismarck and Gladstone than in those of any other statesmen. In 1852 Thiers said to Mr. Senior, whose "Conversations" help English readers to penetrate the ideas and movements of the early days of the Second Empire: "By birth I belong to the people; my family were humble merchants in Marseilles; they had a small trade with the Levant in cloth, which was ruined by the Revolution. By education I am a Bonapartist; I was born when Napoleon was at the summit of his glory. By tastes and habits and associations I am an aristocrat. I have no sympathy with the bourgeoisie or with any system under which they are to rule. So little am I an Orleanist, that, if Louis Napoleon after his coup d'etat had founded a real constitution, I should joyfully have adhered to him. Constitutional monarchy is the form that suits us best. We are unfit for a republic; we cannot breathe under a despotism." Excerpt from The Place-Names of Cumberland and Westmorland Turning to the Irish annals and Scandinavian sagas, we learn that at the end of the ninth century the Vikings appeared for the first time in the Bristol Channel. They landed first in Glamorganshire, but, being repulsed by the Welsh, crossed over to Ireland, the wealth of whose monasteries was famed far and wide. The numerous Irish kings and chiefs, being ever at war with each other, could offer no effectual resistance to the invaders, and thus began the harrying of Ireland by fleet after fleet from Scandinavia, which lasted over a generation. The later invaders were Norwegians, the finn-gaill, or Fair strangers, ' of the Irish annals. They pushed into the interior and set up kingdoms of their own, and it was not until the decisive battle of Clontarf, in 1014, that the Irish finally regained the mastery in their own land. The coasts of Scotland also suffered from incursions, while the islands were completely taken possession of and settled by Norwegians. I do not wish to mention the Koran by name more than can be helped, for I have observed that the word has a deterrent effect upon readers who like their literary food light and easy of digestion. It cannot, however, be disguised that a great deal of this book consists of the Koran, and it may therefore be as well to explain away as far as possible the prejudice which the ill-fated name is apt to excite. It is not easy to say for how much of this prejudice the standard English translator is responsible. The patient and meritorious George Sale put the Koran into tangled English and heavy quarto, - people read quartos then and did not call them e'dz'tz'om n'a [wafer - his version then appeared in a clumsy octavo, with most undesirable type and paper; finally it has come out in a cheap edition, of which it need only be said that utility rather than taste has been consulted. One can hardly blame any one for refusing to look even at the outsides of these volumes. And the inside, - not the mere out ward inside, if I may so say, the type and paper. P., On the National Transcontinental Railway: Ottawa, August 11 and 12, 1903 The next physical feature of this road that I shall refer to is the fact that it opens up a vast unsettled area in Ontario and Quebec. It is a colonisation road for miles. It passes through our hinterland, opens it up, and while opening it up. Ioes over the best route for a direct line from Winnipeg to Quebec. This road passing through this hinterland, with a trunk branch running down the valley of the Nottawa river, - I presume some of my hearers have never heard of the Nottawa river, a stream about the size of the Ottawa, with what is sup posed to be an extensive and fertile valley. This branch will go to a harbour upon James' bay, and will open up a vast section of country that will be tributary to this road. That is another physical feature. This road. Through its connection with the extension of the Temiskaming road being built by the Ontario government will provide access to Ontario centres for all the count 7 tribu tary to this Grand Trunk Pacific l.' But this Temiskaming road will not serve as a line to divert traffic to other ports than the port of Quebec. The road will run from Winocross the Rockies by easy grades. The summit of the Peace River pass. Has an altitude about feet above the sea. The construction of the mountain section. As it is termed, will be found to be much less expensive and much less difficult probably than is now anticipated. This western terminus will place the port that is its terminus much nearer to Asiatic ports in north China and Japan than any other port on the Pacific ocean. While the length of the road is somewhat greater than to Vancouver, the distance by the ocean to the ports named is very much less. And so this route will have im portant advantages in the overland and ori ental trade over any other line. It will reach Quebec by easy grades. By a direct line. And in this respect will be superior to any other possible route from the west to that city. It will open up the great clay belt of this northern region. A clay belt that is supposed to contain sixteen million acres of arable land now lying unoccupied. Not pos sibie of being occupied, because it has no means of communication with the outer world. It will open up that clay belt. And it will open up all the timber resources. All the agricultural resources. And all the min eral resources of that great stretch of coun try, miles in length from Quebec to Winnipeg.
