As a Service and Department we must act decisively, recognizing that climate change threatens to exacerbate other existing pressures on the sustainability of our fish and wildlife resources. We must act boldly, without having all the answers, confident that we will learn and adapt as we go. And most importantly, we must act now, as if the future of fish and wildlife and people hangs in the balance - for indeed, all indications are that it does.

The Islamic Republic of Iran today constitutes the single greatest challenge to the United States and the War on Terror. In the Persian Gulf and Central Asia, Iranian policymakers are busy cobbling together alliances intended to elevate it to the status of a regional superpower at the expense of the U.S. and its European allies. In Iraq, Iran is spending millions to perpetuate a lingering insurgency that threatens to transform the former Ba'athist state into another Islamic Republic. Iran remains the world's most active sponsor of terrorism, fueling the activities of Hamas, the Palestinian Islamic Jihad, Hezbollah and al-Qaeda. And through its nuclear advances, mature chemical- and biological weapons programs, and an expanding conventional military, Iran is gaining the capability to catastrophically alter the balance of power far beyond its immediate neighborhood. All of this has been guided by an ambitious strategic agenda that is designed to make the Iranian regime the center of gravity in the post-Saddam Middle East. As evidence of this threat mounts, one thing remains crystal clear to Ilan Berman: 'Washington is woefully unprepared to deal with this mounting peril.' Berman's approach is hard-hitting, provocative and unflinchingly critical. But he takes the exploration of Iran's menace one step further, providing what has been missing so far in the foreign policy discourse regarding Iran, both within the U.S. government and outside it_practical policy prescriptions designed to contain Iran's strategic ambitions.

A growing body of evidence demonstrates that improvements in the status of women and girls – however worthy and important in their own right – also drive the prosperity, stability, and security of families, communities, and nations. Yet despite many indicators of progress, women and girls everywhere – including countries of the developed world – continue to confront barriers to their full and equal participation in social, economic, and political life. Capturing voices and experiences from around the world, this work documents the modern history of the global women’s movement - its many accomplishments and setbacks. Drawing together prominent pioneers and contemporary policymakers, activists, and scholars, the volume interrogates where and why progress has met resistance and been slowed, and examine the still unfinished agenda for change in national and international policy arenas. This history and roadmap are especially critical for younger generations who need a better understanding of this rich feminist legacy and the intense opposition that women’s movements have generated. This book creates a clear and forceful narrative about women’s agency and the central relevance of women’s rights movements to global and national policy-making.. It is essential reading for activists and policymakers, students and scholars alike.

Theorising Irish Social Policy addresses theoretical and conceptual debates underpinning Irish social policy and is an advanced text for courses in social policy as well as being intended for academics, researchers, policy analysts and policy makers. It will be an invaluable aid for students who in the past were left to their own devices in the task of relating internationally developed themes and frameworks to Irish developments. The book is comprehensive in its choice of themes which include an introductory discussion on locating Irish social policy, followed by chapters written by leading Irish academics on globalisation; communitarianism, social capital and subsidiarity; individualisation; women, autonomy and bodily integrity; fathers, identity and well-being; poverty and insecurity; equity, efficiency and health care; difference and social diversity; rights and judicial activism.Theorising Irish Social Policy is part of the University College Dublin Press series of social policy texts, which include Contemporary Irish Social Policy (1999), Irish Social Policy in Context (1999), Disability and Social Policy in Ireland (2003) and Mental Health and Social Policy in Ireland (forthcoming, 2005).

A Japan Center for International Exchange and Friends of the Global Fund Japan publication This book examines government, civil society, corporate, and media responses to the rising tide of HIV/AIDS infection in the region. Countries such as Australia had early, concentrated epidemics. Others, like China, are experiencing rapidly growing epidemics. Thailand has seen high but declining prevalence rates while Vietnam is seeing exponential growth in rates among specific populations, particularly intravenous drug users. Meanwhile, Japan and others still have low prevalence rates, but need to remain vigilant and active if they are to avoid an epidemic. The varied responses by each society to the rising threat offer critical and practical lessons. Equally important is the increasing recognition that many problems contributing to the spread of HIV/AIDS are cross-border issues that must be addressed collaboratively. This volume provides detailed analyses by experts in the field who offer insight into the efforts occurring in their own societies to fight the spread of HIV/AIDS. Contributors include William Bowtell (Lowy Institute for International Policy, Australia), Chanto Doung Sisowath (Pannasastra University of Cambodia), Zunyou Wu (National Center for AIDS/STD Control and Prevention, China), Nafsiah Mboi (Indonesian National AIDS Commission), Karen Houston Smith (Family Health International, Indonesia), Satoko Itoh (Japan Center for International Exchange), Surin Shin (Korean Alliance to Defeat AIDS), Chanthone Khamsibounheuang (Lao National AIDS Center), Rozaidah Talib (Parliament of Malaysia), Eugenio M. Caccam Jr. (Philippine Business for Social Progress), Steve Hsu-Sung Kuo, Su-Fen Tsai, Huang Yen-Fang, and Wiput Phoolcharoen (Taiwan Center for Disease Control), and Pham Sanh Chau (Vietnam Ministry of Foreign Affairs).
