In 2001, for the first time in the history of the Italian Republic, an opposition replaced the incumbent government as a consequence of an electoral victory. In the May General Election, the center-left government was ousted and a new right-right majority came into office. It would be premature to suggest that this election represents the birth of a new Italian political system, one that will be based on an ongoing alternation in government between two coalitions and a realignment of voters and parties. Nevertheless, the second Berlusconi government - aside from the various political judgments of it – undoubtedly constitutes an institutional and political novelty. This is not just because the left-left proved unable, in the election campaign, to exploit its achievements in office when confronted with someone with undoubted (if controversial) abilities, but also because of the likely impact of the new government on policy making and Italy's economic, social and international trajectory. This edition of Italian Politics evaluates the 2001 election and impact and analyzes the electoral success of the right, the election campaign, the crisis of the left-left after the defeat, and the composition of the new parliament.

By the spring of 1998, it had become clear that Italy, after considerable effort, had succeeded in bringing its public finances into line with the Maastricht parameters for joining the European Monetary Union. This was generally viewed as an important success of the Olive Tree coalition government led by Romano Prodi, and a sign that Italian political life had become "normal." Nevertheless, the Bicameral Commission, which should have fostered a radical consitutional reform with the aim to stabilize and strengthen the bipolar structure of the party system and the majoritarian functioning of democracy in Italy, was dismantled in June. Moreover, in October 1998 the Prodi government suddenly collapsed because of the internal opposition of the Neo-Communist wing of its parliamentary majority, a further demonstration that the Italian transition towards a more effective democratic rule is far from complete. David Hine is Fellow and Senior Censor at Christ Church College, Oxford. Salvatore Vassallo is senior civil servant in the Emilia-Romagna regional government's Institutional Affairs Bureau and Professor of Public Policy Analysis at the University of Trento.

Involving citizens in policy decision-making processes - deliberative democracy - has been a central goal of the Labour government since it came to power in 1997. But what happens when members of the public are drawn into unfamiliar debate, with unfamiliar others, in the unfamiliar world of policy making at national level? This book sets out to understand the contribution that citizens can realistically be expected to make. Drawing on the lessons from an ethnographic study of a public involvement initiative in the health service - the Citizens Council of NICE (National Institute for Clinical Excellence) - the book explores the practical realities behind the much-quoted faith in 'deliberation' that underpins so many models of public involvement and presents the analysis of sixty four hours of video and audiotape capturing a warts-and-all picture of deliberation in action. It sets deliberative participatory initiatives within a broad inter-disciplinary context and challenges politicians, policy-makers and academics to develop more realistic approaches to democratic innovation. Citizens at the centre will be of interest to academics and students in social policy, sociology, politics, health, social care, economics, and public administration and management. It will also be valuable to anyone involved in the policy making process, not only in the UK, but also in Europe, the USA and other countries where deliberative democracy is being implemented or discussed.

The Bibliotheca Alexandrina was launched with great fanfare in the 1990s, a project of UNESCO and the Egyptian government to recreate the glory of the Alexandria Library and Museion of the ancient world. The project and its timing were curious—it coincided with scholarship moving away from the dominance of the western tradition; it privileged Alexandria’s Greek heritage over 1500 years of Islamic scholarship; and it established an island for the cultural elite in an urban slum. Beverley Butler’s ethnography of the project explores these contradictions, and the challenges faced by Egyptian and international scholars in overcoming them. Her critique of the underlying foundational concepts and values behind the Library is of equal importance, a nuanced postcolonial examination of memory, cultural revival, and homecoming. In this, she draws upon a wide array of thinkers: Freud, Derrida, Said, and Bernal, among others. Butler’s book will be of great value to museologists, historians, archaeologists, cultural scholars, and heritage professionals.
