This book offers a systematic and comprehensive exposition of the quantum stochastic methods that have been developed in the field of quantum optics. It includes new treatments of photodetection, quantum amplifier theory, non-Markovian quantum stochastic processes, quantum input--output theory, and positive P-representations. It is the first book in which quantum noise is described by a mathematically complete theory in a form that is also suited to practical applications. Special attention is paid to non-classical effects, such as squeezing and antibunching. Chapters added to the previous edition, on the stochastic Schrödinger equation, and on cascaded quantum systems, and now supplemented, in the third edition by a chapter on recent developments in various pertinent fields such as laser cooling, Bose-Einstein condensation, quantum feedback and quantum information.

This book is written to conclude the NATO Advanced Research Workshop "Quantum Noise in Mesoscopic Physics" held in Delft, the Netherlands, on June 2-4, 2002. The workshop was co-directed by M. Reznikov of Israel Institute of Technology, and me. The members of the organizing committee were Yaroslav Blanter (Delft), Chirstopher Glattli (Saclay and ENS Paris) and R. Schoelkopf (Yale). The workshop was very successful, and we hope that the reader will be satisfied with the scientific level of the present book. Before addressing scientific issues I find it suitable to address several non-scientific ones. The workshop was attended by researchers from many countries. Most of them perform their activities in academic institutions, where one usually finds the necessary isolation from the problems and sores of the modem world. However, there was a large group of participants for which such isolation was far from perfect. War, hatred, and violence rage just several miles away of their campuses and laboratories, poisoning everyday life in the land of Israel.

David Middleton was a towering figure of 20th Century engineering and science and one of the founders of statistical communication theory. During the second World War, the young David Middleton, working with Van Fleck, devised the notion of the matched filter, which is the most basic method used for detecting signals in noise. This volume contains the proceedings of the Third International Conference on Quantum Communication and Measurement. The series of international conferences on quantum communication and measurement was established to encourage scientists working in the interdisciplinary research fields of quantum communication science and technology. The first such conference, organized by C. Benjaballah and O. Hirota under the title "Quantum Aspects of Optical Communication," assembled approximately 80 researchers in Paris in 1990. The second conference, held in Nottingham in 1994, was organized by V. P. Belavkin, R. L. Hudson, and O. Hirota and attracted about 130 participants from 22 countries. The present conference, organized by O. Hirota, A. S. Holevo, C. M. Caves, H. P. Yuen, and L. Accardi, was heldSeptember 25-30, 1996, in Fuji-Hakone Land, Japan, andjnvolved about 120 researchers from 15 countries. The topics at this third conference included the foundations of quantum communi cation and information theory, quantum measurement theory, quantum cryptography and quantum computation, quantum devices and high-precision measurements, gener ation of nonclassical light, and atom optics. Special emphasis was placed on bringing together research workers in experimental and engineering fields of quantum commu nication and quantum computing and theoreticians working in quantum measurement and information theory. Nineteen plenary and parallel sessions and one poster ses sion were organized, at which a total of 82 papers were presented. Interesting and stimulating scientific discussions took place between and after sessions as well as in the evenings.

The seventh in a series which had been initiated by A. van der Ziel and C.M. Van Vliet in 1985, this Symposium continues the established tradition by bringing together scientists from university, industry, and governmental laboratories interested in the quantum 1/f effect, in its many high-technology applications, and in other, less fundamental, low frequency fluctuations in electronic devices. For smaller sizes, the steep 1/N increase hampers again the relentless miniaturization process. This is just where we have arrived today in continuously scaling down the size of devices and integrated circuits. These considerations explain the resurgence of interest in 1/f noise in the present nano-technology phase of the miniaturization process. There is strong interest for 1/f noise in quantum wires. The quantum 1/f effect in biological realizations of quantum wires, in biological motors and in molecular switches is also of major interest. Of particular interest is the role of the quantum 1/f effect in spin-polarized transport, in spin-transistors, and in the new spectral domain of the upcoming terahertz technology. Finally, the increased impact of quantum 1/f research is also present in the emerging ultra-low-power electronics domain, with wireless applications where higher frequencies coupled with higher frequency stability requirements are utilized.

All papers were peer-reviewed. ICNF covers a wide variety of topics on noise and fluctuations. Research activity on noise involves several quite different disciplines (physics, engineering, mathematics, biology, chemistry, signal theory, etc.) and requires both fundamental and technological scientific efforts. Advanced micro- and nanoelectronic devices and related circuites and applications, where noise constitutes a key performance limitation, is one of the fundamental interests.
