Despite a decline in traditional rail freight markets (especially coal and steel), and loss of market share to other modes, the overall growth in freight in recent years has allowed rail freight to maintain its volume. The Commission has introduced three packages of directives to stimulate further growth in this market (the first should have been implemented in the 15 member states, the second is to be implemented by 2005, and the third is yet to be adopted). This report reviews the background to the packages, and offers a provisional analysis of their effect so far. The quality of service offered to customers of rail freight movement in Europe falls seriously short of standards required in a competitive environment. Liberalisation of the UK market since 1994 has, however, resulted in better performance and a growing market share for rail freight. The Committee has reservations about some parts of the third package of directives, particularly the proposal to require all train drivers to hold an international rail driving licence, and the proposal for compulsory compensation to rail freight customers for poor quality service. The report also examines problems with the Channel Tunnel, the only direct rail link between the UK and mainland Europe.

In this report looking at policy for improving road and rail access to ports, the Transport Committee urges the Department for Transport (DfT) to become a keener advocate for UK ports. The Government should contribute to significant improvements to strategic networks which also deliver wider benefits - rather than simply expect port operators to pick up the entire bill for measures required to mitigate increased traffic due to port expansion. If the Government chooses to apply European Commission state aid rules in this area more strictly than other EU countries it should explain why it does so. Policy in this area should be applied consistently across the country. While some ports have contributed towards transport schemes to improve access, others have not and the differences in approach have not been explained or justified. Ports should also continue to contribute to local transport infrastructure improvements, following discussions with relevant local bodies. The Department for Transport should demonstrate whether port master plans have had any impact, highlighting good examples of such plans and of how they have influenced decision makers. Finally, the Government should devise a more effective successor to the Waterborne Freight Grant, to stimulate coastal shipping.

Class 66

When British Railways (BR) was privatised in April 1994 some of the freight companies were bought by English Welsh Scottish Railways (EWSR), which immediately reviewed the mixed locomotive fleet and led to the decision to purchase 250 locomotives from General Motors (USA), based on that company’s earlier Class 59 design supplied to Foster Yeoman in 1985. Delivered to Newport Docks each locomotive was lubricated, filled with fuel and water and released to traffic within hours of being craned onto the quayside. The early privatised freight market was geared to the heavy industries but the changes of Government policies to counteract global warming has seen consequent changes in freight operations whilst global trading has seen massive growth in the movement of containers between ports and inland distribution centres. This changing market has encouraged both existing and new operators to base operations on a reliable locomotive fleet which has been met by the Class 66 design. The expansion of the locomotive’s operating area has been recorded within the book through a regional analysis noting both the freight services operated within the region and the companies providing them. This also notes changes of operators, both by exchange of locomotives and exchange of hauler as contracts are re-negotiated at regular intervals. Fred Kerr’s book seeks to show, as at October 2019, the range of services that have been operated by class members, including the occasional passenger services despite the locomotives not being fitted with any heat generating equipment.

Few people come into logistics management with knowledge and experience of all aspects of the profession. Some may have worked their way up from driving a vehicle but know little of warehouses, others may find themselves taking responsibility for logistics as part of a wider remit such as operations. A Practical Guide to Logistics aims to equip them with the necessary knowledge to move on to the next stage, with simple non-technical explanations of the options available, and impartial advice on how to choose the right option for their business. It is also an excellent primer for students studying logistics for the first time, on BSc or MSc courses, as well as practitioners on professional training courses. A Practical Guide to Logistics is a straightforward guide taking readers through all aspects of this fascinating industry, covering packaging, transportation, warehousing and exporting and importing of goods. There is a real need for this basic knowledge, both for practitioners starting out in the industry or more experienced practitioners who may have gaps in their knowledge. The book examines each aspect of logistics in turn and the text is supported by numerous illustrations.
