Given the influence of public bureaucracies in policymaking and implementation, Steven J. Balla and William T. Gormley assess their performance using four key perspectives—bounded rationality, principal-agent theory, interest group mobilization, and network theory—to help students develop an analytic framework for evaluating bureaucratic accountability. The new Fourth Edition of Bureaucracy and Democracy: Accountability and Performance provides a thorough review of bureaucracy during the Obama and Trump administrations, as well as new attention to state and local level examples and the role of bureaucratic values. ? New to this Edition: Interviews with two new cabinet secretaries—Christine Todd Whitman and Tom Ridge—with insightful quotes from them throughout the book. Added material on the battle over regulations, a battle that will loom large during the Trump administration, including midnight regulations and the Congressional Review Act. New examples demonstrate the activity and influence of constituencies of different kinds including the placing of women and minorities on US currency, a vignette that features the musical Hamilton, and the political protests surrounding the Dakota Access and Keystone XL pipelines. A new discussion of the privatization of roads, the pros and cons.

The GPO Style Manual, as it is popularly known, is issued under the authority of section 1105 of title 44 of the U.S. Code, which requires the Director of the GPO to "determine the form and style in which the printing . . . ordered by a department is executed, . . . having proper regard to econ-omy, workmanship, and the purposes for which the work is needed." The Manual is prepared by the GPO Style Board, composed of proofreading, printing, and Government documents specialists from within GPO, where all congressional publications and many other key Government documents are prepared. The first GPO Style Manual appeared in 1894. It was developed origi-nally as a printer's stylebook to standardize word and type treatment, and it remains so today. Through successive editions, however, the Manual has come to be widely recognized by writers and editors both within and outside the Federal Government as one of the most useful resources in the edito-rial arsenal. And now in the 21st century, writers and editors are using the Manual in the preparation of the informational content of Government publications that appear in digital formats.Writers and editors whose disciplines have taught them aspects of style dif-ferent from those found in the GPO Style Manual will appreciate the difficulty of establishing a single standard. Users of this Manual should consider it instead as a general guide. Its rules cannot be regarded as rigid, for the printed word assumes many shapes and variations in annual presentation, and usage changes over time as language evolves. Periodically the Manual is updated, as this edition has been, to eliminate obsolete standards, update form and usage, and adjust the guidance for document preparation and ap-pearance to current custom.Comments and suggestions from users of the GPO Style Manual are wel-comed. All such correspondence may be emailed to the GPO Style Board at [email protected]

United States Manual For Courts-Martial (2016 Edition) - Appendices Document (does not include base document) Note that this is the 28 appendices, and does not include the base document, which is provided separately. Putting the two parts of the MCM in a single book is too large to print or use easily. The table of contents and index are included in both documents. Appendix 2, The Uniform Code of Military Justice is updated in this document as of the FY17 NDAA. The Manual for Courts-Martial (MCM), United States (2016 Edition) updates the MCM (2012 Edition). It is a complete reprinting and incorporates the MCM (2012 Edition), including all amendments to the Preamble, Rules for Courts-Martial (R.C.M.), Military Rules of Evidence (Mil. R. Evid.), Punitive Articles, and Nonjudicial Punishment Procedures made by the President in Executive Orders (EO) from 1984 to present, and specifically including EO 13643 (15 May 2013); EO 13669 (13 June 2014); EO 13696 (17 June 2015); EO 13730 (20 May 2016); and EO 13740 (16 September 2016). See Appendix 25. This edition also contains amendments to the Uniform Code of Military Justice (UCMJ) made by the National Defense Authorization Acts (NDAA) for Fiscal Years 2014 through 2016. Finally, this edition incorporates amendments to the Supplementary Materials accompanying the MCM as published in the Federal Register on 8 July 2015, 16 July 2015, 22 March 2016, 15 June 2016, 8 November 2016, and 8 December 2016. Because this manual includes numerous changes, practitioners should consider the MCM completely revised.

Lewis ...
