RAMADy, Mahdi OPec in a sHALE oil world –where to NEXT? With PREFACE by Dr. Sadad Al Husseini , former Board Member and Executive Vice President , Saudi Aramco. "OPEC has played an important role since its founding and continues to do so, but it has to recognize that this role has now changed and the organization has to adapt to new challenges. This book provides some possible solutions" Abdulsamad Al Awadhi, former Kuwait National Representative at OPEC . "Authoritative, well-informed, and excellent account of the role of OPEC in managing the oil market, present, past, and future" Hassan Qabazard, former Director of Research Division , OPEC. ". The call for action by Mohamed Ramady and Wael Mahdy in this book makes it clear that time, and not oil, is the precious commodity that is running out fast on OPEC’s side", Sadad Al Husseini , former Board Member and EVP Saudi Aramco “OPEC is dead. Long live OPEC”. The organization is now going through a mid life crisis in its 54 years of existence trying to figure out where it goes next in a world where OPEC has been relegated from being the energy swing producer, and Saudi Arabia as the ‘Sultan of the Swing,’ to one where it now faces competition from both non- OPEC traditional well as non-conventional shale producers. The Authors examine how OPEC has had to come to terms with the reality that the earlier decades ‘call on OPEC’ has now been replaced by a ‘call on non-OPEC’ and that a new ‘swing’ has been identified- the producers of shale oil. Drawing upon the Authors combined academic and practical first hand insights on OPEC, the book discusses how a new OPEC paradigm has emerged following the oil price rout of 2014, whereby the organization’s principal concern is now protecting market share, without being in charge unlike earlier fleeting periods of the late 1970’s, which brought with it a lasting myth of the OPEC cartel. Mohamed Ramady is Visiting Associate Professor, King Fahd University of Petroleum and Minerals, Saudi Arabia; Wael Mahdi is Bloomberg OPEC Energy Correspondent.

Rolf-Harald Wippich, in: Das Historisch-Politische Buch 2/2003

1. 1. Oil price fluctuations and their impact on economic performance Drastic oil price fluctuations have been a major characteristic of the world petroleum market since the beginning of the seventies. The oil crises of 1973n4 and 1979/80 were followed by a dramatic drop of the oil price during the first two quarters of 1986. Starting from a level less than 2 $ per barrel in 1972, the spot market price of Arabian Light crude oil increased to some 35 $ in 1980, then slowly decreased, and finally fell to 13 $ in 1986 (annual averages). If monthly data are considered, the peaks of the oil price movement look even more dramatic. In December 1980 Arabian crude was traded for more than 40 $ a barrel, and in August 1986 the price was down at 8 $ (see Fig. 1. 1). 40 30 20 10 r o 84 88 76 80 72 Figure 1. 1: The spot market price of Saudi-Arabian Light crude oil! ! Data are taken from the Petroleum Economist and the OPEC Bulletin, various issues. 2 After the Second World War petroleum has become the most important energy resource. During the fifties and sixties its price was relatively low compared to other energy 2 sources like coal and firewood and it tended to drive them out of the market.

Old Curses, New Approaches? Fiscal Benchmarks for Oil-Producing Countries in Sub-Saharan Africa

Buoyant oil prices have allowed oil-producing countries in sub-Saharan Africa (SSA OPCs) to increase oil exports and fiscal revenues, providing them with resources necessary to address the pressing social needs. To preclude another boom-bust cycle, this paper advocates the definition of a fiscal benchmark anchored in sustainability grounds, following Leigh- Olters (2006). The difference between current primary deficits and those that could be maintained after oil reserves are exhausted represent an indication of the degree to which fiscal positions will have to be adjusted-either gradually, while the overall balances remain in surplus, or abruptly, once oil revenues begin to dwindle.

After the collapse of the Soviet system, the immense problems of environmental pollution in Central and Eastern Europe were widely publicized. Less well known were its effects on health in the region, which have led to a serious health crisis. This report examines the degree to which the pollution adversely affected human health, putting it in the context of other health determinants such as socioeconomic factors, health care standards and availability, and lifestyle factors. Among the numerous pollutants, the report points to lead, dust, toxic gases, and nitrates in rural water supplies as having a significant impact on health in Central and Eastern Europe. The author suggests possible avenues for international action. However, an analysis of the determinants of health reveals that addressing the pollution problems alone will not solve the health crisis. Improving health in this region will depend on the changing economic fortunes of individual countries and the ability of each to create a supportive social environment for its citizens.
