Diese konnen den Anwender im Unternehmen in der Form unterstutzen, dass sie ihm ein aktuelles Bild des Immobileinbestandes mit Aussagen zur Flachen-, Rendite- und Risikosituation zur Verfugung stellen (ggf. auch mit vergleichbaren Marktdaten), die Soll-Struktur des Portfolios abbilden, die Umsetzungsprozesse unterstutzen sowie den Umsetzungsstatus der strategischen Vorgaben darstellen. Ein Immobilien Portfoliomanagement Informationssystem (ipfMIS) muss demnach die oben genannten Kernprozesse des Immobilienportfoliomanagements unterstutzen und idealerweise aus folgenden Modulen bestehen: Immobilienberichtswesen; Portfolio-Planung; Controlling Im Folgenden werden die Bedeutung und die inhaltliche Anforderung an diese Module uberblickartig beschrieben. Einher mit einer fortschreitenden Globalisierung, veranderten regulatorischen Rahmenbedingungen und immer schneller werdenden Innovationszyklen, entstehen neue Anforderungen, denen ein Unternehmen mit hoher Wandlungsbereitschaft gegenuber treten muss. Dabei kommt der Informationstechnologie (IT) eine immer starkere Bedeutung zu. Dies verdeutlicht ein zurzeit vollzogener Paradigmenwechsel in diesem Bereich. Wahrend nach dem Ende der ersten e-business Euphorie zum Ausklang des vergangenen Jahrtausends vermehrt die Wirtschaftlichkeit von IT-Anwendungen in Frage gestellt wurde, zeigt sich heute, dass durch die Koordination des konzernweiten IT-Einsatzes multinationale Prozesse besser gesteuert und hierbei ein entscheidender Beitrag zum Unternehmenserfolg geleistet werden kann. Der Vorstandsvorsitzende der Hewlett Packard GmbH Deutschland, Menno Harms, sprach anlasslich der CeBIT 2003 hierbei von einer neuen, wertschopfenden Betrachtung von IT-Anwendungen unter dem Begriff Return on Information Technology. Als zentrales Instrument zur Umsetzung des Unternehmenswandels wurde und wird das Projektmanagement angesehen. Diese zeitlich befristete Organisationsform ermoglicht es, Unternehmen an die sich immer schneller andernden Marktbedingungen anzupassen. Eine Vielzahl von Projekten in allen Unternehmensbereichen war die Folge. Es zeigte sich jedoch, dass viele erfolgreiche Einzelprojekte noch keine Garantie fur einen Gesamterfolg darstellen. Dafur gibt es zwei Grunde: Erstens mussen die Ziele der einzelnen Vorhaben nicht nur in sich schlussig sein, sie mussen uberdies auch in der Gesamtheit - dem Projektportfolio - optimiert werden. Inhaltsangabe:Einleitung: In einer Zeit, die ökonomisch auch durch die Internationalisierung der Märkte, geringe Reaktionszeiten bei Marktveränderungen und härter werdenden Wettbewerb gekennzeichnet ist, wird das Management im Unternehmen mit immer komplexeren Entscheidungssituationen konfrontiert. Dies zwingt Unternehmen dazu, Methoden und Strategien zu entwickeln, um diesen veränderten Anforderungen gerecht zu werden. Bei dem in dieser Arbeit untersuchten Unternehmen spielen diese veränderten Rahmenbedingungen eine besonders bedeutende Rolle. Es muß als Bodenabfertigungsdienstleister an den Berliner Flughäfen nach einer Richtlinie zur Liberalisierung der Bodenabfertigungsdienste in der Europäischen Union, im Zeitraum 1998 - 2003 wesentliche Bereiche freigeben. Der damit verbundene Wegfall der Monopolstellung in Verbindung mit hieraus resultierenden erheblichen Neuerungen am Markt bedeutet neue Herausforderungen für das Management. Diesem sollten daher Hilfsmittel zur Verfügung gestellt werden, welche entscheidungsunterstützende Wirkung haben. Mit dem Aufbau zentraler Datenbanken Ende der 60er Jahre entstand erstmals die Idee der Informationssysteme für das Management, die jedoch in der Praxis am noch zu niedrigen Stand der Technik und den zu hohen Erwartungen scheiterte. Dieser Zustand hat sich mit einer neuen Generation von Management-Informationssystemen grundlegend geändert. Durch die immer schneller fortschreitende Technisierung können mit den Informationssystemen Konzepte realisiert werden, die sich an betriebswirtschaftlichen Problemen und am Informationsbedarf der Nutzer orientieren. Die Management-Informationssysteme unterstützen das Management in vielfältiger Weise bei der Entscheidungsfindung und besonders bei der Bewältigung dieser geänderten Rahmenbedingungen bzw. neuen Herausforderungen. Ziel dieser Arbeit ist es, nach der Ist-Analyse und anschließender Analyse des Informationsbedarfs Ansätze zur Verbesserung des Management-Informationssystems der untersuchten Unternehmung zu entwickeln. In the past decade, developing countries (DCs) have been encouraged to reform their public expenditure management systems and have increasingly embarked on major projects to computerize their government operations. This paper investigates the reason for almost universal failure to implement and sustain FMISs in DCs.
